Working together as a whole city to improve mental health and wellbeing 

The Aberdeen City Population Mental Health Action Plan 2026–2027 sets out how partners will work together to improve mental wellbeing and prevent mental health problems across Aberdeen. It focuses on keeping people well and strengthening the conditions that support good mental health. There is also an easy read version.

A whole city approach 

Mental health and wellbeing matters to everyone. It shapes how we feel, cope with everyday life, relate to others and participate in our communities. Improving population mental health therefore requires a whole city approach, with partners working together across communities, the third sector, local government, health and social care, education and wider public and private sectors.  

What the plan does 

This Action Plan: 

  • Provides a shared framework for action across the city 
  • Brings together existing activity and evidence 
  • Sets out priority areas for collective action 
  • Focuses on prevention, early action and reducing inequalities 

 

How the plan is structured 

The plan is organised around key stages of life: 

  • Infants, parents and families
  • Children and young people
  • Working-age adults
  • Older adults 
  • Whole-city actions

These are supported by cross-cutting priorities to strengthen the systems and conditions that support mental wellbeing. 

What happens next 

The Aberdeen City Population Mental Health Action Plan sets a shared direction for the city. Named leads will take forward the actions in the plan where there is an opportunity to do so, working through existing groups and new spaces.   

In year one, the plan focuses on strengthening and connecting existing mental health and wellbeing activity across Aberdeen. This includes building a shared understanding of what is already happening, improving alignment between partners and agreeing priorities for future years.  

Some small test and learn activity will take place to support our long-term aim of moving towards a prevention focused city. These are designed to build insight and shape future delivery, rather than introduce new services.
